The HHS Faculty Advisory Committee's existence is provided for by article 12.7 of the CVSTA's contract with the CVUHSD. I've posted, here, pdf's of the main contract along with the contract ammendments passed since the main contract was ratified. I also made and posted here a pdf of just article 12.7, the snippet from the contract that explains FAC and guarantees FAC's right to exist. You may notice that it doesn't mention any binding powers. FAC is just an audience with the king, not puppet strings on his arms. Administration (actually, just the principal) is required to listen to our suggestions, but they are not required to agree with or act upon any of them.
I got the original contract pdf's off of www.sbut.org. I'm sorry that they're in pdf format, not Word, which means they're really just a bunch of photos of documents, not text-searchable word processor files. If you want to find something in these files, you have to look for them with your eyes, not with the "find" or "search" functions of Adobe Reader. Sorry. Maybe, someday, SBUT can acquire and post Word versions of the contract . . .
